Services Provided:
Structural Engineering, Construction Engineering, and Inspection.
Description:
During construction of the traffic signal pole foundation the sides at the bottom of the drill shaft partially caved in at 13-feet deep. This created a bigger bell than Traf-Tex, Inc. anticipated for during the concrete pour which in turn left the contractor 3-feet short in concrete. This shortage was due the to the increased foundation volume created by the cave in.
WECS was engaged by Traf-Tex Inc. to perform remedial traffic signal foundation structural engineering work at Shoreline Blvd. at Lawrence St. (CSJ 916-35-184; STP 2016 (710)) in the City of Corpus Christi, Texas. WECS proposed to Traf-Tex, Inc., TXDOT and the City of Corpus Christi; was to place a construction joint on top of the existing 36″ x 10′ drill shaft as per TXDOT Specification 420-4.7.7. As per the specification Traf-Tex would thoroughly clean the top of the drill shaft with water and place a TXDOT approved bonding agent on the existing foundation surface. WECS’s design instructed Traf-Tex to place a new 42″ concrete cap over the drill shaft. The plans demonstrated that the proposed 42-inch foundation cap would extend 2-feet below the existing 36-inch shaft and extend 3-feet above to achieve the proper foundation elevation. The propose 42-inch concrete cap was designed with 30″ of 10 – #9 rebar that extended 9′-6″ into the drill shaft and were wrapped with a #3 spiral rebar with 3-flat turns top and 6″ pitch. In addition, the 42-inch cap was designed with a reinforcement of 4 – 1 ¾ inch anchor bolts that extend 10-inches into the drill shaft.
This innovative solution, provided by WECS, was approved by TXDOT and the City of Corpus Christi; it was a first ever solution for both government agencies.

WECS’s experienced transportation and civil engineering professionals, supported by their survey and field crews, have provided design, planning, and inspection services for the construction We employ some of the most talented bridge designers, which includes former Illinois and Louisiana Departments of Transportation bridge designers of new and rehabilitated bridges, highways, and urban/rural roadways. Our roadway and highway projects have included multiple restricted and non-restricted access highways, local roadway widenings, and modifications to state routes and intersections for a variety of state and local jurisdictions. Complementing our extensive industry experience, WECS’s Transportation is highly experienced and knowledgeable in the planning and design of traffic management systems, including the protection and maintenance of traffic during roadway constructions.

A comprehensive analysis of land use and all modes of transportation with a strategic public involvement process allows the firm to develop a plan that is supported by all stakeholders. City of Missouri City – Citywide Traffic Engineering Studies
Wilson Engineering and Construction Services (WECS) collected and analyzed traffic data at various intersections, and along various roadway segments throughout the City. Each study included an inventory of roadway operations, traffic volumes, pedestrian indications, sight distance for side street movement and main street left turns, turn restrictions, lane widths, and other pertinent existing roadway characteristics. In addition, the project team collected crash data to identify high-crash locations and determine safety mitigations to reduce the frequency and severity of vehicle crashes, developed improvement alternatives for roadway sections and intersections with unacceptable levels of service, and compared measures of effectiveness for various alternatives to determine the most feasible alternative.
WECS was responsible for providing citywide traffic engineering services for the City of Missouri City. This year’s task order contract included professional traffic engineering services to assist the City with addressing its intersection safety and operational needs throughout the city. WECS provided services such as traffic safety studies, traffic impact analysis reviews and operational analysis of intersections to provide recommendations to improve safety and operations.
Construction Management
Construction Engineering and Inspection services (CEI) are required for contract administration, materials sampling, and testing for various construction projects. Wilson Engineering and Construction Services’ (WECS) CEI technicians specialize in monitoring the contractor’s on-site construction activities, as well as inspecting materials entering into the work in accordance with plans, specifications, and special provisions to ensure that the overall construction contract meets strict guidelines.
WECS provides CEI services throughout the states of Texas and Louisiana on city, county, and state transportation projects to ensure compliance with project specifications.
Program and Project Management
As funding for projects are becoming available, Wilson Engineering and Construction Services (WECS) has identified that value is achieved by clearly understanding the requirements of executing capital projects with a guided focus on successfully implementing projects. Many agencies and existing clients are undertaking multiple construction projects and seek to engage Program/Project Managers to handle the day-to-day duties for establishment and development of consistency amongst processes that is utilized to minimize potential issues or surprises. WECS offers project management with developed and proven monitoring and management methodologies that establishes a solid foundation for successful outcomes.
